YARROW APARTMENTSIn 1998, the Housing Authority of Utah County purchased an apartment complex in Springville. The complex was a very run-down 9-unit building that had changed ownership numerous times since construction in 1966. The complex had become a blight on the neighborhood and was attracting a large amount of illegal activity and regular visits from the Springville Police Department. When the Housing Authority acquired the property, all tenants violating Housing Authority policies were promptly evicted. The Housing Authority received funding from The Olene Walker Housing Trust Fund and the Utah Valley Consortium of Cities and County to purchase and rehabilitate the property. We installed new roofing, furnaces, floor coverings, kitchen cabinets, plumbing and lighting fixtures, porches, railings, concrete, and more. We reconfigured the interior design to promote safe living conditions. Valley Asphalt donated the parking lot paving. The Housing Authority of Utah County provides housing and rental assistance for clients from Wasatch Mental Health, who occupy these apartments. Wasatch Mental Health provides intensive case management to ensure that tenants abide by the lease agreement and house rules. Since the Housing Authority acquired and remodeled the property, the neighborhood has embraced the persons living there and the facility itself. Yarrow Apartments has made a significant difference for the residents, who now do not worry about finding, affording and retaining a safe, decent place to live. And, the neighbors now feel they have their street back and tranquility in the neighborhood. |
